Vyacheslav Volodin paid his first official foreign visit as the Head of the lower chamber of the Russian Parliament. The visit included talks with President Nursultan Nazarbayev and the chairmen of both houses of the parliament.
It is noteworthy that Volodin’s visit nearly coincided with the 25th anniversary of the country’s Independence Day, a memorable date for Kazakhstan. In this regard, the Speaker congratulated Kazakhs noting that “this day marked a brand new start to the country and we all witness that the country is prospering. It is vital to see the neighbouring state doing well”. In his turn, Majilis Speaker of Kazakhstan Nurlan Nigmatulin characterized Volodin as “a very experienced and active statesman. Your work in the Administration and the government has much contributed to the rapprochement of our nations”.
Astana also praised dynamism of the Volodin-led State Duma and lauded his idea of increasing the number of MPs’ aides to improve the channel of communication between federal and regional power. Moreover, the members of Majilis followed Russian suit and discussed bills with non-parliamentary parties. Finally, Astana extolled the highly competitive nature of the recent Duma elections and the high organizational level. “The role of the State Duma in Russia’s political life could not be overestimated”, the Chairman of the lower house of the Kazakh Parliament said. He added that the Russian legislators would undoubtedly handle both domestic and international issues successfully. In his turn, Vyacheslav Volodin pointed out that inter-parliamentary dialogue played a significant role as “it was necessary to develop both formal and substantial relations”.
The agenda also included such an important item as medical healthcare for Russia’s citizens permanently residing in Kazakhstan, an issue which requires additional regulation nowadays. The decision is due by the summer of 2017. Besides, the parties touched upon a range of crucial projects which can be carried out in the framework of the Eurasian Economic Union (EAEU).
The Silk Road project was also on the agenda. “We believe that we urgently need to complete the construction of the railway and to open the route through China, Kazakhstan, and Russia in order to ship cargo through Russia to Europe”, Evgeniy Moskvichev, Chairman of the issue-related Committee of the State Duma, said.
In the context of cultural cooperation, Vyacheslav Volodin visited “the Library of the First President of the Republic of Kazakhstan – Leader of the Nation” and gifted 117 books, including the writings of Georgi Plekhanov, Dmitri Mendeleev, Petr Chaadayev etc.
